Permit-volume and (where available) application-to-issuance timing benchmarks from the Wolf Codes permit dataset. The data has no approval/denial column, so these are NOT approval rates — they measure how many permits were issued, their declared value, and how long issued permits took where a processing-time field is published. Only cities with at least 50 qualifying permits are reported.
